For years, THSC and thousands of homeschool families across the state have advocated for the UIL Equal Access Bill (widely known as the Tim Tebow Bill) in the Texas legislature. This bill would grant homeschoolers access to extracurricular activities through the University Interscholastic League (UIL) at their local public school. In 2019, we will fight for the UIL Equal Access Bill again.
Why Pass the UIL Equal Access Bill?
- Homeschool students need extracurricular access. Many homeschool students currently lack extracurricular opportunities. Rural students often have no extracurricular programs within driving distance from home, even though their family’s tax dollars pay for UIL programs at their local public school. Low-income families and families in metropolitan areas often cannot afford expensive private options even if there are any available.
- Thirty-five other states currently allow it. Texas is an outlier on this issue. Thirty-five other states already allow homeschool students access to extracurricular activities at their local public school. Texas does not.
- Homeschool families support it. Whether they lean conservative, moderate or liberal, 77 percent of homeschool families support UIL access.
In 2017, The THSC legislative team spent hundreds of hours meeting with legislators, drafting documents, writing reports, doing research and educating the public on the UIL Equal Access Bill.
Furthermore, thousands of homeschool families made calls, sent emails and traveled to Austin to meet legislators, testify in committee hearings and express their support for the UIL Equal Access Bill.
As a result, the UIL Equal Access Bill progressed further than ever before in the legislative process. Unfortunately, the bill was stalled in committee by just one vote because of opposition from the Texas High School Coaches Association.
Although the bill did not pass, THSC was encouraged by the progress that was made and will continue fighting for this important legislation until it is finally passed. In 2019, THSC will be heading to Austin to advocate for homeschool families once again.
